The problem is that some of the specials apply only to a particular store. Of course Kroger is trying to drive traffic to this store.
To complicate this even further….the specials would seem to be area wide….without reading the fine print.
The question for Kroger marketing – why alienate 80% of loyal Kroger customers by not allowing them to participate in the specials also?
All this targeted marketing accomplishes is annoying its best customers.
